Appointments to new Legal Aid Tribunal announced
Justice Minister Simon Power today announced the 14 members of the new Legal Aid Tribunal, which comes into effect on 1 July.
The tribunal replaces the Legal Aid Review Panel, and will review decisions made by the independent Legal Services Commissioner. The commissioner, who is employed by the Ministry of Justice, has responsibility for granting legal aid under the new Legal Services Act 2011.
The legislation which establishes the tribunal requires the chair and members to be lawyers. They are appointed for three-year terms.
?The membership of the tribunal brings a high level of experience in all categories of legal aid,? Mr Power said.
?The tribunal is an important part of the higher-quality legal aid system the Government is designing in response to Dame Margaret Bazley?s 2009 report.?
Tribunal members:
David Plunkett (BSc LLB MA): Chairman. He was previously deputy chair of the Immigration and Protection Tribunal, chair of the Residence Review Board, the Removal Review Authority, and the Deportation Review Authority. He has an impressive record of turning around under-performing tribunals.
Doug Bailey (LLB MA LLM): Specialises in public law and policy, and state sector governance. His experience includes statutory social work, senior advisory, private company directorships, specialist legal practice, and management roles in both the public and private sectors.
Elizabeth Bulger (BA LLB): Has practised primarily in the criminal law area in the District Court and the High Court, and has undertaken Parole Board and mental health work. She has been a member of several Law Society committees relating to criminal procedures, and has wide experience as duty solicitor in a number of courts.
Eric Forster (LLB BA): Is approved for all levels of criminal and civil legal aid, and has provided legal services to a diverse range of clients for a number of years. He has been President of the Hawke?s Bay Criminal Bar Association since 2006, and at various times has been a member of the Hawke?s Bay sub-committee of the Legal Services Board, and the Legal Services Agency Consultative Committee.
Gary Gotlieb (LLB LLM): A criminal lawyer with significant commercial and family law experience. He has extensive experience in criminal legal aid. He has been a member of the Law Society?s Legal Services Committee since 2002, as well as holding several offices in the New Zealand Law Society, the Auckland District Law Society, and the Criminal Bar Association as President.
Mark Harborow (LLB BA LLM): Worked as a judge?s clerk in the High Court at Auckland, and then as Crown Solicitor in Auckland from 2006 to 2009. He was then appointed senior solicitor in an Auckland law firm dealing with public law and criminal matters.
Anita Killeen (LLB): Specialises in financial crime and fraud as well as civil and criminal litigation. She graduated in 1998 and has practised both criminal and commercial litigation. She was the Chief Prosecutor of the Serious Fraud Office from 2003 to 2010 and before that was a judge?s clerk in the High Court at Auckland for two years. She is an active member of the board of directors of the SPCA in Auckland, and manages the pro-bono panel of prosecutors.
Jonathan Krebs (LLB): Worked in Wellington, Auckland, Napier, London, and Samoa with a principal focus in criminal and civil litigation, including five years as a Crown Solicitor in Hawke?s Bay. He was a council member of the Hawke?s Bay District Law Society from 2004 to 2007, and since 2008 has been a member and vice- president of the Hawke?s Bay Branch of the Law Society.
Nicolette Levy (LLB): A barrister for 17 years, practising in both civil litigation and criminal appeal work. She has been a specialist adviser (criminal) to the Legal Services Agency since 2000 and before that was a member of various committees dealing with legal aid. She has appeared before several tribunals and most courts, including as amicus curiae in the Court of Appeal.
Paul Maskell (LLB): Leads a law firm?s family law team and has acted as counsel for child, and counsel to assist in Family Court cases. He is a LEADR (Lawyers Engaged in Alternative Disputes Resolution) accredited mediator in the Family Court. He has recently been chair of the Family Law Section of the Law Society and a member of the Law Society Council.
Letizea Ord (LLB): Has practised extensively in both the criminal and family jurisdictions at all levels since 1983. She has been a legal aid provider for many years, primarily in the criminal jurisdiction in which she is approved for all levels of legal aid. She is a specialist adviser for the Legal Services Agency and is a member of the Criminal Bar Association.
Ingrid Squire (LLB BA): An experienced family litigator in all areas of relationship property and the care of children. She is President of the Hawke?s Bay branch of the Law Society, and convener of the Hawke?s Bay Standards Committee. She is on the executive of the Family Law Section of the Law Society. Until May last year she was a member of the Law Society?s Standing Committee on Domestic Violence, and was the Hawke?s Bay representative on the Family Law Section from 2003 until 2009.
Robert Stevens (LLB): Has more than 25 years? experience as a criminal lawyer in the District Court, High Court, and Court of Appeal, and is approved as a criminal legal aid provider at all levels. He has been a principal and founding partner in a Wellington law firm for the past 15 years.
Maria Young (LLB): Has focused her recent work predominantly in the criminal jurisdiction in the District Court and High Court. She was appointed a youth advocate for the Youth Court in 2008 and a Visiting Justice in 2009.
