Appointments to new Legal Aid Tribunal announced
Justice Minister Simon Power today announced the 14 members of the new Legal Aid Tribunal, which comes into effect on 1 July.
The tribunal replaces the Legal Aid Review Panel, and will review decisions made by the independent Legal Services Commissioner. The commissioner, who is employed by the Ministry of Justice, has responsibility for granting legal aid under the new Legal Services Act 2011.
The legislation which establishes the tribunal requires the chair and members to be lawyers. They are appointed for three-year terms.
?The membership of the tribunal brings a high level of experience in all categories of legal aid,? Mr Power said.
?The tribunal is an important part of the higher-quality legal aid system the Government is designing in response to Dame Margaret Bazley?s 2009 report.?
Tribunal members:
David Plunkett (BSc LLB MA): Chairman. He was previously deputy chair of the Immigration and Protection Tribunal, chair of the Residence Review Board, the Removal Review Authority, and the Deportation Review Authority. He has an impressive record of turning around under-performing tribunals.
Doug Bailey (LLB MA LLM): Specialises in public law and policy, and state sector governance. His experience includes statutory social work, senior advisory, private company directorships, specialist legal practice, and management roles in both the public and private sectors.

As The Hollywood Reporter first reported, Pussycat Dolls singer Nicole Scherzinger will be replacing Cheryl Cole on the judging panel of The X Factor, Fox, Fremantle and Syco TV announced Monday.
The statement did not explain the reason for the move or how producers would handle the sessions already shot with Cole on the judge's panel.
A source tells THR that Cole will not be on the panel because she lacked chemistry with the other judges, particularly Paula Abdul. "There was no spark," a source says. "It was nobody's fault. It just didn't work."
The source believes that it was Simon Cowell who concluded that replacing Cole was necessary.
The high-level industry source told THR that Fremantle will still pay Cole the reported $1.5 million she was owed under her contract.
Cole was originally announced on the show?s judging panel (Scherzinger was named co-host).
Judges on the show include Cowell, Abdul and L.A. Reid.
Steve Jones will now act as sole host.
The show is expected to debut on Fox this fall.

The amount of the round was not disclosed but we heard from people familiar with the matter that the investment was just under $1 million. Spongecell transforms standard banner ads into rich-media-like interactive ads that can run in display ad formats. SpongeCell's ads include video, social media, interactive maps, carousels, and downloadable/SMS coupons, and can be created and implemented within a matter of days. The startup's technology can be integrated with popular ad serving platforms such as DoubleClick or Atlas.

The Earls Court Exhibition Centre is a great exhibition centre, conference and event venue located in west London, England. It is one of the largest exhibition venues in central London which is part of a district in the Royal Borough of Kensington and Chelsea in London.
Years ago the area of Earls Court used to be a very rural area and was covered with fields and market gardens. Before the Norman Conquest which began in 1066, the Saxon Thegn Edwin held the lordship of the area.
The major transition for this area in London began when the construction of the Metropolitan District Railway station, this was a catalyst for future development. After 1867, the area was transformed into a densely populated suburb with a total of 1,200 houses and two churches. In 1867 Eardley Crescent and Kempsford Gardens were built and in 1873 saw the beginning of building in Earls Court Square and Longridge Road.
In 1935 the land was sold and the new owners decided to construct a show centre which we now know as Earls Court. It was designed by the architect C. Howard Crane of Detroit. C Howard Crane had great credentials as he worked on New York's Radio City Music Hall. The project was completed over two years at a cost of ?1.5 million. Steel trusses reach 87m clear across the auditorium, it has 42,00 square metres of space on two floors. The exhibition venue opened its door to the public for the very first time with the Chocolate and Confectionery Exhibition on 1 September 1937. This was a success and became the beginning of great things for the exhibition centre. In 1991 anther hall was opened by Princess Diana adding another 40% of floor space.
Today the exhibition center and nearby Olympia are operated by EC&O Venues and has many events throughout the year attracting people from all walks of life. There are talks that the current owners of Earls Court and Olympia are in discussion with the boroughs of Hammersmith and Fulham and the Royal Borough of Kensington and Chelsea to demolish the existing centre and redevelop the area with up to 8000 new flats, retail and possibly a new convention centre. This is just talk in process at the moment and it would take many years to complete and it won't start until after London has hosted the Olympics in 2012.

Even in a down economy beauty sells.? The cosmetic industry was born in the Great Depression.? This is one industry where it pays to promote when things are good, but pays even more to market aggressively when times are tough.? As in the fields of entertainment and fashion, a strong?public relations campaign is critical when it comes to establishing a beauty product or cosmetic brand.? It?s important to develop a basic game plan and work it on a weekly basis.
Initially, your most important job is to come up with compelling, interesting stories.? How is your product different?? Do any celebrities use your product?? How does it make your customers feel?? Is there an interesting story around how you developed and launched the company that you can use?? Come up with as many angles and pitches as you can.? Make sure to have good visuals both of the product and of people using your products.? Strong before and after photos are always a plus.? Once you have your stories ready to go, come up with a strong target media list.
When we launch a beauty-oriented PR campaign, we generally start with local print media, we then branch out to the national beauty and style-oriented publications followed by print publications in Los Angeles and New York.? From there we drill down to other regions.
As the brand builds and you are able to develop compelling, visual stories, you want? to start focusing on TV coverage from local NBC, CBS and ABC coverage to the cable networks such as CNN, MSNBC and Fox, to the national outlets such as the Today Show,? Good Morning America and the View.
As you start to land print coverage in magazines and newspapers, utilize that media online via social media and blogging to magnify that coverage and generate media interest and start establishing the brand.? Do some brainstorming and develop a social media strategy, to capitalize on your TV and print media coverage. Utilize social media as a tool to help maximize your overall marketing efforts.
It?s important to develop a steady build and to have the pieces in place to be able to capitalize on the media as it comes.? For example in the past when we?ve placed clients on Oprah, the Today Show, or the? NBC Evening News, we?ve worked with the client to make sure that they are ready to successfully utilize that type of exposure.? It?s possible to land major media coverage, before you?re ready.? The exposure can be too much too soon.? We had one client who was launching a product.? He didn?t explain how small his company was and encouraged me to pitch the national TV media.? We landed a prime spot on the national news and received half a million calls in a month.? The trouble was he was in no shape to answer or process all of those calls.? That?s an example of why it?s important to be realistic and launch a campaign that will offer you a slow, steady manageable build.
If you can hire a public relations firm, that?s your best choice, but if you?re not in a position to do so, don?t wait.? Launch a basic campaign on your own and bring in a PR company to help, once you?re in a position to do so. ? If you develop a good?marketing and PR strategy, it will pay off for you in a big way.? Not only will it sell products and grow your customer base, it will establish your products, build your brand and? grow your company.

V.S. Naipaul's comments about women writers has sparked controversy.
This past week, the Nobel laureate V.S. Naipaul was interviewed at the Royal Geographic Society in London about his phenomenal career, which spans six decades. It should have been a glorious moment. Instead, Sir Vidia told an interviewer that no woman could ever be his literary match. Then he singled out Jane Austen and said that he couldn't possibly "share her sentimental ambitions, her sentimental sense of the world."
Naipaul also called a book by his former female publisher, "feminine tosh." And that, he said, is because a woman has a "narrow view of the world, since she is inevitably not a complete master of the house." This from a man the New York Review of Books called "the greatest living master of English prose."
If a misogynistic and contemptuous remark is uttered by someone who's won a Nobel Prize for literature ? how might we react? Naipaul is famous ? or infamous ? for his fractious and ruinous relationships with other human beings, particularly women. One of his targets, the former British publisher, just laughed, taking the "He's just an old duffer" approach.
But I'm not laughing. As a young traveler and writer, I remember savoring the precision of Naipaul's observances and anticipating each new book. If I'd known then of his disturbing reputation with women at the same time ? his wife, his mistress ? he'd never have won me over. In an excellent essay, the novelist Roxanna Robinson asks why we should put up with misogyny and contempt. She points at the truly disturbing gender imbalance in a raft of distinguished journals ? like the New York Review of Books. This great gender imbalance in our best magazines and journals is actually more important than Naipaul's dismissals.
So you have to blow the house down. We could look at the British explorers Freya Stark or Gertrude Bell, since the knighted author was sitting at the Royal Geographic Society, which honored them. Or we could turn to Austen, who he slighted.
"Men have had every advantage of us in telling their own story," she wrote. "Education has been theirs in so much higher a degree; the pen has been in their hands. I will not allow books to prove anything."
It's as if the lady anticipated his hubris.

The first ring jarred me awake seconds before my forehead hit the keyboard. I inched slowly back in my chair, hoping no one had noticed me dozing off.
Narrowing my eyes against the flat glare of the ceiling lights, I scanned the long row of cubicles behind me. I was alone.
The second ring and the scent of microwave popcorn drifting in from a nearby office reminded me I was supposed to meet some colleagues for din?ner and a movie near Dupont Circle at eight. It was almost seven thirty.
The third ring froze me in place when I saw the name flashing on the caller ID.
If irrational fear could still paralyze me like this after all these years, then perhaps it really was time to give up.
It wasn't only real danger that would accelerate my pulse and cause me to stop breathing like a frightened rabbit staring down the barrel of a shot?gun. It was little things. Tonight it was a telephone call.
I forced myself to grab the receiver halfway through ring number four.
"This is Angela Morgan," I said, struggling to suppress the anxiety that had formed a painful knot in my throat.
My computer beeped and coughed up two messages from the U.S. Em?bassy in Honduras. I ignored them and began taking slow, measured breaths.
"Angela, you're working late tonight. It's Marty Angstrom from per?sonnel."
Marty's chirpy, nasal voice resonated like the slow graze of a fork down an empty plate.
He was stammering, obviously surprised that anyone in the Central American division at the State Department would pick up the phone this late on a Friday evening. I had apparently upset his plan to leave a voice message that I wouldn't hear until Monday morning.
"Hello, Marty. It's been a long time." My heart was thundering. "Is this a good news or a bad news call?"
"It depends," said Marty.
"On what?"
"On what your definition of good is." He chuckled.
The wish list I'd submitted to personnel for my next overseas diplomatic posting had been, in order of preference: London, Madrid, Nairobi, San Salvador, Lima, Caracas, Riga, St. Petersburg, and Kabul. I'd thrown in Kabul at the last minute, thinking it would demonstrate that I was a team player and increase my chances for the London assignment. But they would never send me to Kabul, not after what had happened in Beirut.
"Marty, please get to the point. Did I get London?"
I could hear him breathing through his nose into the phone like an old man with asthma. He sounded almost as nervous as I felt. Not a good sign. Was I being sent south of the border again just because I spoke Spanish? But why would that make Marty nervous?
Before I retired or was forced out of the Foreign Service for not getting promoted fast enough, I was hoping for just one tour of duty in Western Europe. Foreign Service Officers, like military officers, must compete against their colleagues of similar rank for the limited number of promotions available each year. Consistently low performers are drummed out long before reaching the traditional retirement age of sixty-five.
I desperately wanted an assignment in London, but I'd settle for Madrid. After all I'd been through ? I deserved it.
"Well, you'll be spending a lot of time with the Brits," Marty replied eagerly.
"Meaning?" I put him on speaker and began to rearrange the stacks of papers on my desk. My pulse and breathing were returning to normal.
"Listen, Angela, I know you had some tough times a while back, but that was more than two decades ago."
Tough times ? a dead husband and a bloody miscarriage. Yeah, those were definitely tough times, I thought, looking over at the small silver-framed photo of Tom and me. We were sitting on our bay Arabian geldings at the Kat?touah stables near Beirut. Our knees were touching. His horse was nuzzling mine. We were laughing.
Tom and I had met for the first time in 1979 at a private stable in the Virginia hunt country, where we'd arrived separately to rent horses for a few hours on the weekend. Although we were both studying Farsi in prepa?ration for our first assignments as junior diplomats to the U.S. Embassy in Tehran, we had different instructors at the Foreign Service Institute. Our paths had never crossed until that warm summer morning, when the New Mexico rancher's daughter and the southern prep school boy discovered the first of their many common interests.
"Ange, you're going to get kicked out of the Foreign Service in another year if you don't get promoted," warned Marty.
That was true. After the embassy bombing killed Tom, and I lost the baby a few days later, the Department had ordered me back to the United States to recover, but not for long. I stayed with my parents for three months, was given a low-stress desk job in D.C. for the following year, and was then expected to start Russian language training and take the assignment in Len?ingrad where Tom and I should have gone together.
During that two-year tour of duty in the Soviet Union, I had developed a taste for vodka ? which became my painkiller and therapist of choice ? an affinity that led to a series of less than stellar performance evaluations. After that disaster, I was exiled to Central and South American outposts where the Spanish I'd learned from my mother would come in handy and nothing I did would have serious policy implications for the U.S. government.
My father's prolonged illness and my frequent trips out west to see him had made it impossible for me to take any more overseas assignments for the past six years. My career had been dying a slow and painful death in a series of dead-end positions at State Department headquarters in Washington.
"Continue," I replied, growing weary of Marty's little guessing game.
"You really need this promotion, Angela."
This conversation was becoming unbearable. I focused on my breathing, willing my anxiety not to resurface.
"Marty, I'm going to hang up the phone right now if you don't tell me where the Department is sending me."
"Okay, you're going to Afghanistan in December."
Oh, God, this has got to be a joke. I laid my head down on the desk blot?ter and closed my eyes.
