India's fiscal, current account gaps widen; rupee pressured (Reuters)

NEW DELHI/MUMBAI (Reuters) ? India reached 66 percent of its full-year fiscal deficit target just five months into the financial year, reinforcing worries about its ability to stick to the budgeted target for the year that ends in March.

At the same point last year, the deficit stood at 39.7 percent of the full-year target.

Its current account deficit, meanwhile, widened marginally in the June-quarter from the year earlier. While private receipts remained buoyant, investment income continued to show net outflows, the central bank said on Friday.

Federal finances are strained by a high fuel subsidy bill and the expected shortfall in government share sales, targeted at 400 billion rupees ($8.14 billion) this fiscal year. Slowing economic growth and rising interest rates in the face of high inflation also put pressure on New Delhi's finances.

India's fiscal deficit during April to August was 2.74 trillion rupees, government data showed on Friday, against the budgeted target of 4.13 trillion rupees for the current fiscal year.

Net tax receipts were 1.45 trillion rupees and total expenditure was 4.72 trillion rupees.

"It will not be a surprise if the fiscal deficit goes up a little bit to 4.8 percent of GDP this year as the actual growth will be much lower than earlier estimates," said N.R. Bhanumurthy, senior economist with National Institute of Public Finance and Policy, a Delhi based policy think tank.

New Delhi spooked investors on Thursday with its plan to borrow an additional 528 billion rupees in the second half of the fiscal year, significantly higher than expectations, to make up for a shortfall in a government scheme for small savers, sending bond yields and swap rates sharply higher.

However, it said the new borrowing figure does not change its deficit target of 4.6 percent of gross domestic product for this fiscal year ending in March 2012.

Many analysts say India is on course to breach its fiscal deficit target, and may be forced to borrow even more. Standard Chartered said it expects India's fiscal deficit to hit 5.4 percent of GDP for this fiscal year.

CURRENT ACCOUNT GAP

The current account deficit is likely to widen in the current financial year that started in April due to higher imports, especially of oil, and dwindling export growth on the back of global weakness, analysts said, putting further downward pressure on the rupee.

"The import intensity of Indian manufacturers is very high while on the other hand the export opportunities are getting reduced due to the slowdown in other economies," said Rupa Rege Nitsure, chief economist at Bank of Baroda.

She expects the full-year current account gap to be at least 3 percent of GDP, higher than last year's 2.7 percent.

India's current account deficit widened to $14.1 billion in the June quarter, from $12 billion in the year-ago period, the central bank said on Friday. The deficit stood at a much lower $5.4 billion in the March quarter.

The merchandise trade deficit was $35.4 billion in April-June, against $32.3 billion a year ago.

The central bank said on Friday it was changing the way it reports capital account data, which will now be split into two heads -- a capital account and a financial account.

The capital account deficit stood at $300 million in the June quarter compared with $100 million a year ago and a flat balance in the March quarter, based on the new data.

The financial account surplus was $15.7 billion in the June quarter compared with $13 billion a year earlier and $6.2 billion in the March quarter.

Overall net financial inflows increased to $15.7 billion during the June quarter, mainly on net foreign direct investment inflows, which rose to $7.2 billion during the quarter from $2.9 billion a year earlier.

On Thursday, the rupee was down 10.5 percent from its 2011 peak touched in late July and remains the worst performing currency among major Asian peers. It has so far shed 9 percent of its value against the dollar this year.

India's bonds, currency and inter-bank cash markets were closed on Friday for half-yearly closing of banks' accounts.

"Currently, rupee is depreciating because of the external factors, but now the fundamental factors such as a widening current account deficit and India's growing dependence on short-term flows will also push it lower," Nitsure said.

?Law & Order: Special Victims Unit? is back from its summer break, but it?s not the same old show it once was. Leading man Christopher Meloni, who played Det. Elliot Stabler for over a decade, is out, as is actor B.D. Wong, and several new faces have joined the drama. Still, one thing hasn?t changed ? Mariska Hargitay is bringing Olivia Benson to the squad room, even though she's lost her on-screen partner.

During a Wednesday morning visit to TODAY, Hargitay discussed how she reacted to Meloni?s departure, where Benson is now and why she feels ?SVU? is still so important.

Actress Mariska Hargitay ushers in the 13th season of the crime drama "Law & Order: Special Victims Unit" and discusses how the show has changed since the departure of actor Chris Meloni, who played her partner Detective Stabler for 12 years.

?(Meloni) was my partner for 12 years,? Hargitay told TODAY's Ann Curry. ?You know, it was really devastating and a huge, huge adjustment (to go on without him). I missed him. And I had a couple of really rough months But you know, the show is in a very exciting place, because there so much newness to the show this year. We have new characters and we have a new showrunner, so everything feels very fresh. There?s all kinds of new dynamics going on, and as an actor, that?s really exciting because there?s so much new stuff to play.?

As for how that ?new stuff? will affect her character, Hargitay sees Benson evolving as she learns to live with all of the change.

?For example, with me, Olivia is in a very different place,? she said. ?(She was) somebody who was focused on the victims and completely compassionate, and I think we?re seeing a very different Olivia that has different issues to deal with.... With new characters coming in, that brings a whole new set of circumstances.?

The actress is also excited about how the on-screen action can affect real lives off-screen, which is where her Joyful Heart Foundation ? a charity focused on creating an empowering environment for survivors of abuse ? comes in.

?I started the foundation in 2004, because people were disclosing to me (about their own history of sexual abuse),? she explained. ?And I felt like I love that the show is so courageous in dealing with sexual assault, domestic violence, and child abuse ? all issues that people don?t want to deal with.?

In fact, Hargitay hopes the next episode of ?SVU? actually encourages people to engage in a healthy conversation about a particular type of sexual assault that?s rarely discussed.

?Obviously, women are the most violated, in terms of statistics, but this show ? and the reason I was so excited to come on (TODAY this morning) is to promote the show tonight ? not only is it an extremely powerful episode, but it deals with male sexual assault, which is something that people just don?t talk about,? Hargitay said. ?It?s scary. We need to talk about it. So this is perfect ? a perfect way to start a conversation. And as parents, what we want to do is teach our children how to protect themselves and how to see the signs if something happens. One of the things that?s so upsetting about male sexual abuse with children is that oftentimes it is indeed a role model, somebody you trust ? a teacher, an uncle, a priest, whoever it is. So it?s really exciting, because it?s something that happens and tonight is a great way to introduce the subject.?

Test Pits Earthquake Forecasts Against Each Other

Everyone in an earthquake-prone area wants to know when the next big one might come, but temblors are not well understood, and there is a plethora of methods that forecast quake risk. So which one works best?

A test of seven different techniques that one day could reveal when quakes will occur could help narrow the field.

So far, reliable predictions of earthquakes do not appear possible in the short term ? no early warning came with the 2004 Parkfield magnitude 6 quake in California, for instance, or even the massive magnitude 9 that rocked Japan earlier this year, despite it being one of the most seismically monitored areas on Earth. Still, quakes don't happen randomly in space and time, researchers note. Large ones prefer to occur where small ones do, and earthquakes on active faults happen semi-periodically over time.

Scientists have bandied about a number of different earthquake forecasting methods over the years. For instance, one technique might look at the magnitude and timing of small quakes to predict when larger ones might occur; another might examine geological evidence of ancient temblors to forecast when future ones might happen; still another might estimate how much stress is built up in faults to guess when they might rupture from the pressure.

To see which technique might work best, researchers were invited to submit forecasts of future quakes to the Regional Earthquake Likelihood Models (RELM) test, the first competitive analysis of such methods. The project was supported by the Southern California Earthquake Center, a consortium of 600 researchers funded by the U.S. Geological Survey and the National Science Foundation.

Seven research groups submitted forecasts. The aim was to estimate the chances that earthquakes of magnitude 4.95 or higher would occur in more than 7,600 grids in and around California encompassing about 360,000 square miles (930,000 square kilometers) between 2006 and 2011. During this time, 31 earthquakes of the given magnitudes struck this area.

Of the seven techniques, a method known as "pattern informatics" scored as most reliable. This approach looks for anomalous increases and decreases in seismic activity, and if the number or intensity of these changes exceed a threshold based on past events , a given area gets flagged as a hot spot.

Of the 22 grids stricken by quakes, the pattern informatics model flagged 17 as potential hot spots. For eight of these 17 this model had the highest certainty of an earthquake hitting of all the forecasting techniques, said researcher Donald Turcotte, a geophysicist at the University of California, Davis, who helped develop the model.

"We are not predicting the occurrence of a specific earthquake," Turcotte cautioned. "We are giving the relative risk of occurrence of earthquakes."

In the future, this research could be extended to other parts of the United States and to other countries, Turcotte told OurAmazingPlanet. He and his colleagues detailed their findings online today (Sept. 26) in the Proceedings of the National Academy of Sciences.

'L-Word' actress says kiss was brief and modest (AP)

It was cursing ? not kissing ? that got a lesbian actress and her girlfriend escorted off a plane as it sat at a Texas airport, Southwest Airlines said Tuesday.

The airline said the couple became profane after being reprimanded for what actress Leisha Hailey characterized as "one modest kiss."

Hailey immediately used her Twitter account to accuse the airline of discrimination and call for a boycott.

Hailey is best known for playing Alice Pieszecki in the now defunct Showtime lesbian life drama "The L-Word."

The incident cast a national media spotlight on the actress, who is now part of the electro-pop duo Uh Huh Her.

Halley's publicist Libby Coffey said the encounter was real and was "absolutely not" done as a publicity stunt for her band's upcoming breast cancer awareness tour.

Hailey and partner Camila Grey also denied in a statement Tuesday that the affection they showed toward each other was inappropriate.

"We want to make it clear we were not making out or creating any kind of spectacle of ourselves, it was one modest kiss," the written statement said. "We are responsible adult women who walk through the world with dignity. We were simply being affectionate like any normal couple."

The airline responded that Hailey's display of affection was excessive and drew customer complaints, and that the women cursed after being reprimanded.

"Additional reports from our employees and customers onboard Flight 2274 during a stop in El Paso on Sunday now confirm profane language was being used loudly by two passengers," the airline said. "Although we have reports of what customers characterize as an excessive public display of affection, ultimately their aggressive reaction led to their removal from the aircraft."

Hailey and Grey acknowledged that they became upset after the flight attendant reprimanded them and told them Southwest is a family airline.

"We take full responsibility for getting verbally upset with the flight attendant," their statement said. "No matter how quietly homophobia is whispered, it doesn't make it any less loud."

Hailey and Gray said they plan to file a formal complaint with the airline.

Details of how the couple was escorted off the flight were not included in the Southwest statement. Initial reports had the flight going from Baltimore to St. Louis, but a tweet by the band says its members were flying from El Paso, Texas, to Los Angeles, which the airline confirmed.

Hailey said in a tweet that she has an audio and video recording of the encounter between the couple and the flight attendant. It's not immediately clear who made it. Coffey did not respond to an email requesting access to the recordings.

Hailey also demanded a public apology and a refund from the airline. The airline said it had reached out to all passengers involved to offer refunds.

Southwest's website says it is the official airline of the Gay & Lesbian Alliance Against Defamation. Herndon Graddick, GLAAD's senior director of programs, said companies must train employees to welcome all customers.

"Just like all couples, Leisha Hailey and Camila Grey should be able to express affection in public," Graddick said. "The widespread outrage around Leisha's report demonstrates that fair-minded Americans will no longer stand for discrimination of gay and lesbian couples."

Earlier this month, the Dallas-based airline kicked off Green Day's lead man Billie Joe Armstrong for wearing his pants too low. The Grammy winner was escorted off a plane after failing to follow a flight attendant's directive to pull up the pants.

Southwest also removed director Kevin Smith from a flight last year because he didn't fit properly in a single seat. His first tweet read, "Dear (at)SouthwestAir I know I'm fat, but was (the) captain (...) really justified in throwing me off a flight for which I was already seated?"

4. Write today?s post. I put it off from last night because the weekends are all about family time and we don?t ?work? on the weekends which is why there aren?t weekend posts. The actual writing to us is a hobby/passion/free time thing but getting the pictures, links and formatting is work. I tell myself that this comes with any hobby?I have three horses and it?s not all fun stuff either. Before/after the fun there?s work. There?s cleaning stalls, brushing them, and sometimes spending the better part of a Sunday cleaning the actual barn and ridding it from the constant cob webs/dirt/dust. Anyone with horses knows this is the tip of the iceberg!
   It?s also worth mentioning that Jen and I try not to do blog stuff during the day because we have the boys. This doesn?t always happen but we try to be mindful of our time. Times like this morning I will write this post over the course of a few hours ? in between Luke playing/eating breakfast/potty breaks. We were just talking last week about how I?ve been trying not to have my iphone attached to me 24/7. Because I do live a little off the beaten track, it?s easy for me to feel a little secluded so I think that?s why I?m always checking my emails or texting?it lets me feel more connected to ?the outside world!? BUT I hate that Luke always sees me with it so I?m going to try harder to detach it from my hands!? The conversation was sparked by our recent Beech Acres Parenting Conference last week ? how to be an emotional coach for your kids. I want to make sure I?m being ?present? for Luke and even though our little blog has grown into a business we haven?t forgotten about why we started this blog and that family comes first. They?ve had a little rock wall for the kids to climb and it?s easily been Luke?s favorite part of class the last two weeks we?ve been. The 2011 European Multidisciplinary Cancer Congress will take place at the Stockholmsmssan (Stockholm International Fairs), Stockholm, Sweden, (www.stofair.se) from Friday 23 September to Tuesday 27 September 2011.

There will be over 2,000 presentations and around 16,000 participants from 120 countries, making it the largest European cancer congress to date. It is the only cancer congress in Europe to offer presentations of cutting-edge research across the whole cancer field, and will include basic and translational research, first reports from high quality phase II and III clinical trials, epidemiology and much more. In addition, for the first time there will be five new tracks, including industry and "oncotechnology". The "oncopolicy" track launched at the 2009 congress will continue to tackle issues of prime importance to the European cancer community, as well as helping to inform European policy and ensuring cancer's place at the top of the EU health and research policy agenda.

Satan had played his last card, death, and though he won a battle, he lost the war.? Mac died with his father?s arms around his shoulders and his wife?s arms holding him.? Shelby let the boys sleep until the undertaker had gone, then she sat in her chair with a child held close under each arm and told them their Daddy had gone to Heaven.

When we went with Shelby to make arrangements, the first thing she said was, ?I never expected to be doing this at 33.?? Both the visitation and funeral service were held in our Church for there was not enough room in the funeral home.? The Director said he had never held a service with so many people in attendance.? Shelby and John decided to bury Mac in the little cemetery about a quarter-mile from our home.? Arrangements were made and now Mac?s grave is close by.

Of course Mac is not there.? He has changed the landscape of Heaven for us. No longer is it a place just to be talked about in sermons or read about in the Bible.? Now it is where Mac is.? And we wonder what he?s doing today.? We see Heaven through the eyes of sorrow and joy.? And death has truly lost its sting.

My family has lost many members to cancer; two sisters, a brother, my mother and several cousins.? When the battle is done and the tears have dried, the heart regains its equilibrium and life goes on.? But for the poet, part of the healing process is putting into words our thoughts and the thoughts we see reflected in the eyes of our loved ones.? These are written for my son, Mac, and my sister Jackie who died of ovarian cancer.

I step back into the shadow,

beyond the light of my family?s

celebration.

Storing memories

that must last through eternity.

I watch for the last time

each milestone celebration;

each small moment.

I take in the wonder

of the ordinary:

The smile of the morning,

The uncertain rest of the night

and the miracle of a day renewed.

As eternity beckons

I reach for the temporal,

for one last touch of mortality.
