B-1 Upgrade Is Biggest In History - Business Insider

The U.S. Air Force is about to further upgrade its fleet of?B-1B Lancer bombers.

With what the service announces as ?the largest B-1 modification in program history? the supersonic swing-wing bomber will get several improvements as part of the Integrated Battle Station and Sustainment-Block 16 (SB-16) upgrade aimed to provide B-1 aircrews with a higher level of situational awareness and a faster, secure digital communication link.

SB-16, includes a?Vertical Situation Display Upgrade in the cockpit that will replace the two monochrome pilot and co-pilot displays with four color MFDs (Multi Function Display); a Fully Integrated Data Link and a Central Integrated Test System (used to detect and troubleshoot anomalies) in the aft station; a new avionics featuring moving maps and more user friendly symbols, navigation and radar upgrades.

The aircraft will be upgraded to such an extent B-1 aircrew will need to treat a modified B-1 like a brand new aircraft.

These modifications fall under the Integrated Battle Station initiative, which will be implemented by 2019.

Developmental testing is scheduled to begin in April at Edwards AFB, California, while the 337th TES (Test and Evaluation Squadron) at Dyess Air Force Base, Texas, that will conduct operational testing validating tactics needed to exploit new equipment and software is expecting? its first fully modified B-1 later this year.

?The IBS/SB-16 upgrade to the B-1 enhances the ability of this amazing aircraft to integrate and operate with the most advanced air, sea, land and cyber platforms of our military forces,??said Lt. Col. George Holland, 337th TES commander.

This is an entry level direct service position requiring close supervision and extensive training the first year.? Supervision will be less intensive the second year, with the expectation that after two full years, experience and knowledge gained will lead to promotion to the Family Aide II position.

Upon quarterly review of assigned cases by the Family Aide Supervisor, ninety percent (90%) of child/adolescent clients who reside in the home of a parent at the time of referral will remain at home.

Upon quarterly review of assigned cases by the Family Aide Supervisor, seventy percent (70%) of case closings will be made on the basis of Service Plan goals having been substantially met.

Multiple sclerosis society seeks to regain tax credit for accessibility ...

? The National Multiple Sclerosis Society asked lawmakers and Gov. Sam Brownback on Thursday to reinstate a recently eliminated tax credit that cuts the cost of making homes more accessible to people with disabilities.

The massive tax cuts approved by lawmakers and signed by the governor last year eliminated the disabled access tax credit for everyone except those paying corporate income tax.

It?s not heavily used. The society says state figures show people filed only 59 claims between 2008 and 2010. But the roughly $107,000 it provided taxpayers helped people maintain their independence, the society said in testimony presented to the Senate Assessment and Taxation Committee.

The disabled access credit was enacted in 1977.

The society?s request accompanied other testimony in opposition to Brownback?s proposal to drive down income tax rates once again this year.

Brownback?s administration says the elimination of tax credits and deductions offset the income tax reductions for most Kansas taxpayers. The Senate panel heard from advocates of Brownback?s plan earlier this week.

Wall Street flat after mixed data; Qualcomm lifts Nasdaq

NEW YORK (Reuters) - Stocks were little changed on Thursday as investors mulled a mixed bag of economic data, though earnings from Qualcomm helped lift the Nasdaq.

Data showed the labor market improved modestly; the number of Americans filing new claims last week for unemployment benefits rose, beating expectations and bouncing off five-year lows in the prior week.

That comes ahead of Friday's payrolls report, which is expected to show employers added 160,000 jobs in January after an increase of 155,000 in December.

A separate report showed incomes climbed in December by the most in eight years, in an encouraging sign that the economy may be propelled forward through consumer spending.

A gauge of business activity in the U.S. Midwest showed a pick up in January from a more than three-year low in December as new orders jumped. The report followed a disappointing survey from the mid-Atlantic and New York regions.

Qualcomm Inc gained 5.9 percent to $67.25 as the top boost to the Nasdaq 100 <.ndx> after the world's leading supplier of chips for cellphones beat analysts' expectations for quarterly profit and revenue, and raised its targets for the year.

The worst performer on the Nasdaq was Facebook Inc , which lost 5.9 percent to $29.39. The social network company said Wednesday it doubled its mobile advertising revenue in the fourth quarter; however, that growth trailed some of Wall Street's most aggressive estimates.

The Dow Jones industrial average <.dji> gained 22.88 points, or 0.16 percent, to 13,933.30. The Standard & Poor's 500 Index <.spx> gained 0.21 points, or 0.01 percent, to 1,502.17. The Nasdaq Composite Index <.ixic> gained 8.43 points, or 0.27 percent, to 3,150.73.

The S&P 500 <.spx> has gained 5.3 percent in January, after legislators in Washington temporarily sidestepped a "fiscal cliff" of automatic tax increases and spending cuts that could have derailed the economic recovery, and amid improving economic data and better-than-expected corporate earnings.

But the benchmark index has stalled recently and is virtually flat for the week, hovering near the 1,500 mark, as investors look for fresh trading incentives to justify further gains.

"Unfortunately it's still a mixed picture, it appears we are just getting a lot of conflicting data right now," said Jack Ablin, chief investment officer at BMO Private Bank in Chicago.

"There is certainly a lot of information coming out this week - a lot of economic data, a lot of earnings and of course we have the employment number looming Friday, so with 1,500 right here, my guess is there is just not enough conviction to push us substantially higher yet."

United Parcel Service Inc lost 1.6 percent to $79.95 after the world's largest parcel delivery reported fourth-quarter earnings below analysts' estimates on Thursday and forecast weaker-than-expected profit for 2013.

But the Dow Jones Transportation average <.djt> gained 0.5 percent as Kirby Corp added 7.6 percent to $71.57 and Ryder Systems Inc climbed 4.7 percent to $56.79 after posting quarterly results.

Thomson Reuters data through Thursday morning shows that of the 231 companies in the S&P 500 that have reported earnings this season, 69.3 percent have exceeded expectations, a higher proportion than over the past four quarters and above the average since 1994.

Overall, S&P 500 fourth-quarter earnings are forecast to have risen 3.7 percent. That's above a 1.9 percent forecast at the start of the earnings season, but well below a 9.9 percent profit growth forecast on October 1, the data showed.

WMS Industries Inc surged 52.5 percent to $24.96 after the company agreed to be acquired by Scientific Games Corp for $26 per share in cash. Scientific Games jumped 19 percent to $10.63.

The dung beetle as celestial navigator

Only humans, birds, and seals are known to navigate using stars. But the dung beetle does use the Milky Way to chart its path, say scientists.

Despite having tiny brains, dung beetles are surprisingly decent navigators, able to follow straight paths as they roll poo balls they've collected away from a dung source. But it seems the insects' abilities are more remarkable than previously believed. Like ancient seafarers, dung beetles can navigate using the starry sky and the glow from the Milky Way, new research shows.

"This is the first time where we see animals using the Milky Way for orientation," said lead researcher Marie Dacke, a biologist at Lund University in Sweden. "It's also the first time we see that insects can use the stars."

After locating a fresh pile of feces, dung beetles will often collect and roll away a large piece of spherical dung. Last year, Dacke and her colleagues discovered the beetles climb on their dung balls and dance around in circles before taking off. This dance is not one of joy, however; the insects are checking out the sky to get their bearings.

"The dorsal (upper) parts of the dung beetles' eyes are specialized to be able to analyze the direction of light polarization ? the direction that light vibrates in," Dacke told LiveScience. So when a beetle looks up, it's taking in the sun, the moon and the pattern of ambient polarized light. These celestial cues help the beetle avoid accidentally circling back to the poo pile, where other beetles may try to steal its food, Dacke said. [Photos of Dung Beetles Dancing on Poop Balls]

In addition to these cues, Dacke and her team wondered if dung beetles can use stars for navigation, just as birds, seals and humans do. After all, they reasoned, dung beetles can somehow keep straight on clear, moonless nights.

To find out, the researchers timed how long dung beetles of the species Scarabaeus satyrus took to cross a circular arena with high walls blocking views of treetops and other landmarks. They tested the insects in South Africa under a moonlit sky, a moonless sky and an overcast sky. In some trials, the beetles were fitted with cardboard caps, which kept their eyes to the ground. Overall, the beetles had a difficult time traveling straight and took significantly longer to cross the arena if caps or clouds obstructed their view of the sky.

The BenQ MW519 is a likable data projector most fitting for classroom use. Its data image quality, which is best over a digital connection, is fine for typical presentations, while video quality is suitable for shorter clips. Some appealing features include 3D readiness, long lamp life, and several eco-friendly features.

This DLP-based projector is rated at 2,800 lumens of brightness, and has native WXGA (1,280 by 800) resolution. It has large and responsive metal zoom (1.2:1) and focus rings. Its design is simple yet handsome, with matte-black sides and a glossy black top. One downside to the glossy sheen is that it tends to be a "fingerprint magnet," though the prints it collected could be cleaned off easily enough with a cloth. The projector measures 4.4 by 11.9 by 8.7 inches (HWD) and weighs a reasonably portable 5 pounds, although it lacks a carrying case.

The MW519 has a solid selection of ports, including HDMI; composite video/audio; S-video; two VGA inputs to connect with computers and one to connect with a monitor; two audio-in and one audio-out jack, an RS232 jack, and a USB type B connector for connecting with a computer.

Performance
I tested the projector in our studio, doing the official tests in theater-dark conditions but also viewing images and video in varying conditions of ambient light. The image filled our test screen (about 60 inches diagonal) with the projector about 6 feet away from the screen. The image was able to stand up to considerable ambient light without it looking degraded.

I did our data image testing (using the DisplayMate ?suite of projector tests) when connected to a computer over a VGA connection, and then repeated the tests over an HDMI connection. Although in both cases the data image quality was suitable for typical classroom presentations, in several areas the HDMI results were superior.

A strong point over both connections was the MW519's ability to display type that was readable down to our smallest test size. There was slight tinting with both connections, with some white areas showing a hint of yellow, while actual yellows looked dull or mustardy in all color modes.

With VGA, some grays?particularly ones with hatched patterns?looked green in all color modes, although less so in Presentation mode. ?Over the HDMI connection, the grays looked fine, and a slight pixel jitter visible in some textured images over VGA disappeared when I switched to HDMI. With HDMI, it was also much easier to distinguish very light shades of gray.

With both connections, in some bright areas against dark backgrounds I notices the rainbow artifacts frequently seen in DLP projectors, in which little rainbow-like flashes can be seen by people sensitive to the effect, especially when one moves one's head, or in moving images. It's generally less of a problem with data images than with video, and even people somewhat sensitive to it aren't likely to be bothered by it in the MW519's still images.

Video Quality
As is often the case, the rainbow effect was more of an issue in video. Although the effect wasn't unusually severe for a DLP projector, rainbow artifacts were apparent enough in some darker scenes that people who are sensitive to the effect are likely to be distracted by it, making the projector best for shorter clips.

Also effectively limiting the MW519 to shorter clips (or to use in a small room for video) is the feeble 2-watt audio system. It was sometimes difficult to hear, even at full volume, when I sat fairly close to the projector.

The projector has several eco-friendly features that can increase lamp life to as much as 6,500 hours. EcoBlank mode lets teachers easily take a break from a presentation, blanking the screen out and lowering energy consumption up to 70% while paused. The projector will also automatically enter EcoBlank mode after 3 minutes without a signal. SmartEco mode automatically adjusts lamp brightness depending on lighting conditions.

The MW519 is also 3D-capable, with support for 3D Blu-Ray via HDMI,?as well as NVIDIA?3DTV?Play, enabling it to display 3D content from NVIDIA 3D Vision. The active shutter 3D glasses are not included, and can cost up to $70 per pair. One other nice feature is built-in closed captioning for displaying subtitles.

The ViewSonic PJD6553w, also a DLP-based projector with WXGA resolution, is brighter than the MW519 at 3,500 rated lumens. It not only showed very good data image quality, it had better than average video quality for a DLP projector thanks to a minimal rainbow effect, and a more powerful 10W audio system.

The Editors' Choice Epson PowerLite 1835 XGA 3LCD Projector has a slightly higher price and a lower (XGA, 1,024 by 768) native resolution than the MW519, but it's brighter (3,500 lumens), has very good data and video image quality (as an LCD-based projector, it's immune to the rainbow effect), and a loud audio system (though it didn't have the best sound quality).

The BenQ MW519 is a likable projector for classroom use, with good data image quality, especially over an HDMI connection, and power-saving features that can extend lamp life. It's bright enough for use in mid-sized rooms, although its audio is faint. It is 3D capable, but outfitting an entire class with 3D glasses might prove a tough sell to the school administrators. It's best for use mostly with data presentations; there are better choices if video and audio quality are priorities.

Alabama school bus shooting suspect holing up in bunker: police

MIDLAND CITY, Alabama (Reuters) - The gunman suspected of fatally shooting an Alabama school bus driver before holing up in an underground bunker with a young child is a Vietnam veteran with anti-America views, authorities and an organization that tracks hate groups said on Wednesday.

Law enforcement officials from multiple agencies were convened near the bunker in Midland City as an overnight standoff with the shooter continued on Wednesday, said Dothan Police Sergeant Rachel David.

"At this time, law enforcement has extended the evacuation area to ensure the safety of those living in the immediate area," David said in a statement.

Authorities said driver Charles Albert Poland Jr., 66, was killed after the gunman boarded a bus ferrying children home from school on Tuesday.

The suspect demanded the driver let a student off the bus, Alabama media reported. When Poland refused, the man boarded the bus, then shot the driver before taking the child and fleeing the scene.

On Wednesday, the gunman remained holed up with the child in the bunker on his property down a dirt road. It was unclear whether the gunman had any relationship to the child, variously identified by local media as 5 or 6 years old.

The shooting comes as national debate rages over gun violence, especially in schools, after a gunman shot dead 20 students and six staff members at a Connecticut elementary school last month.

Schools in the area of the Alabama shooting were closed on Wednesday as authorities continued to negotiate with the gunman. Reuters could not independently verify his identity.

But the Southern Poverty Law Center reported on its Hatewatch blog that a chief investigator with the Dale County Sheriff's Office identified the gunman as 65-year-old Jimmy Lee Dykes.

Investigator Tim Byrd said Dykes' friends and neighbors described him as a "survivalist" who did not trust the government, according to the law center blog.

"He was standoffish, didn't socialize or have any contact with anybody," Byrd told Hatewatch.

Dykes had not been on the law center's radar before the shooting and standoff, and there was nothing to suggest he was a member of any hate group, said senior fellow Mark Potok.

"What it looks like is that he's some kind of anti-government radical and survivalist," Potok told Reuters. "And exactly what that means, we don't know."

Court records show Dykes had been due to appear for a bench trial on Wednesday following his arrest last month on a menacing charge. Local media reported Dykes was accused of pulling a gun on a neighbor who Dykes believed had driven in his yard.
