Samsung Galaxy Note 101 LTE reaches US Cellular

Americans wanting a Galaxy Note 10.1 LTE of their own have largely been biding their time for a Verizon model. They're still waiting for that variant to show, but US Cellular isn't -- it just started shipping its own variant of the 4G tablet. From all indications, the slate is largely a branding swap that's adapted to the carrier's network, which is good news for prospective buyers who aren't dead set on Big Red. Pricing might give at least some customers pause, however. US Cellular's Note 10.1 LTE costs $500 only when it's paired with at least a 2GB data plan, and $800 no strings attached. With that kind of outlay, you'll want to be fully committed to the concept of pen-based computing before picking one up.

In 2012, the Informational Data Corporation (IDC) made some pretty bold predictions regarding the development of a new high-tech industry in the convergence of social networking, ? cloud-based computing and data storage.

The IDC suggested that many industry giants may scramble to maintain relevance, while some startups would gain leadership positions in what some anticipate will be the technology industry?s fastest transition ever.

Today?s major players may be in trouble if they don?t prepare for change.

Spending on the new technologies will reach nearly $700 billion, or about 20 percent of the $3.5 trillion in hardware, software, and services spent on information technology worldwide, IDC said. Since a lot of spending in the sector goes toward maintaining older systems, such a share for relatively new technologies is a surprising speculation. Spending on these new technologies is growing six times faster than traditional computer servers and personal computers, the IDC said, and by 2020 will be 80 percent industry growth.

Much of the new development will also take place in emerging markets such as China. The IDC predicted that 28 percent of overall spending, and 53 percent of the industry?s growth, would come from outside the United States, Japan and Western Europe. By mid- 2012, China is expected to be the world?s second largest consumer of information technology, eclipsing Japan.

Informatics tools underutilized in prevention of hospital-acquired infection

Feb. 20, 2013 ? Advances in electronic medical record systems and health information exchange are shifting efforts in public health toward greater use of information systems to automate disease surveillance, but a study from the Regenstrief Institute has found that these technologies' capabilities are underutilized by those on the front lines of preventing and reporting infections.

The new study measured the awareness, adoption and use of electronic medical record systems and health information exchange by hospital-based infection preventionists (formerly known as infection control professionals) to report and share information critical to public health. Infection preventionists are often responsible for reporting information on patients diagnosed with health-care-acquired infections like Methicillin-resistant Staphylococcus aureus, or MRSA, as well as sexually transmitted diseases such as chlamydia.

Prior research at Regenstrief and other academic institutions has shown that health information exchange can increase the completeness and timeliness of infection reporting to local and state health agencies. In this study, the researchers found that half of the infection preventionists surveyed were unaware of whether their hospital or health system participated in a health information exchange. Only 10 percent of infection preventionists indicated that their organizations were formally engaged in health information exchange activities.

While 70 percent of infection preventionists surveyed reported access to an electronic medical record system, less than 20 percent were involved in the design, selection or implementation of the system. Without such involvement, those surveyed indicated the information systems often did not include modules or components that supported infection control activities.

"There is a push from the Centers for Medicare & Medicaid Services to reduce hospital-acquired infections and increase the use of electronic health record systems," said lead author Brian Dixon, MPA, Ph.D., Regenstrief Institute investigator and assistant professor in the School of Informatics and Computing at Indiana University-Purdue University Indianapolis. "The Centers for Disease Control and Prevention are encouraging local and state health departments to use health information technologies to improve infectious disease reporting and prevention activities. We found that while hospital-based infection preventionists -- the people on the front line -- may have access to health information technology, they lack specially designed computer tools needed to sift through the massive amounts of data in electronic medical records.

"We learned that hospital infection preventionists are frustrated with inefficient lists of patients whose electronic medical charts they must examine individually," said Dr. Dixon, who is also a health research scientist with the Richard Roudebush Veterans Affairs Medical Center. "They say they want electronic alerts and reminders when the system detects something of potential importance. There needs to be concerted R&D to meet this gap in decision support."

In addition to Dr. Dixon, co-authors of the study are Josette Jones, Ph.D., of the School of Informatics and Computing; and Shaun Grannis, M.D., M.S., of the Regenstrief Institute and the IU School of Medicine. The Regenstrief Institute is the home of internationally recognized centers of excellence in biomedical and public health informatics, aging, and health services and health systems research.

"Infection Preventionists' Awareness of and Engagement in Health Information Exchange to Improve Public Health Surveillance" was published online on Feb. 18 in the American Journal of Infection Control. The study was funded by the Centers for Disease Control and Prevention.

"Well-designed and supported electronic medical records systems and health information exchange can provide tools that can help prevent and halt the spread of infection among hospitalized patients," Dr. Dixon said. "But to do so effectively, infection preventionists must be made part of the selection and implementation of health information technologies."

Loran Smith: In running a football or a business, few excel like Herschel Walker

WESTLAKE, Texas ? The Herschel Walker you know is likely the one who won the Heisman Trophy, played 15 years of professional football and pursued a number of competitions ? from bobsledding to mixed martial arts.

There?s the Herschel who collects antique automobiles, the Herschel who is trying to improve his golf game.

You are likely familiar with the Herschel who is still doing 3,500 sit-ups and 1,500 pushups daily, the one who weighs two pounds less than the 220 pounds of his playing days at the University of Georgia. Now aged 51, Herschel has always considered himself the best-conditioned athlete in the world. Nothing has changed.

Then there is Herschel Walker the businessman. His business umbrella corporation is Herschel Walker Enterprises. His Renaissance Man Food Services, a subsidiary headquartered in Savannah, owns three processing plants in Siloam Springs, Ark., and sales in the U.S. and Canada the last couple of years make him the largest minority chicken company in the country. Then there is 34 Productions, which deals with the promotional side of his business and athletic interests and is the parent of his new restaurant on Clayton Street in Athens, Herschel?s Famous 34 Pub & Grill.

Anyone who knew him as a precocious freshman tailback at Georgia and interacts with him today gains a different perspective. Herschel, the corporate executive and business owner, is hands on. Seasoned and introspective, He hosts board meetings where team building is prominent on the agenda. When he shows up at one of his processing plants, he goes about meeting his employees, intoning spiritual and motivational thoughts and homilies into every conversation. He?ll grab a broom and help sweep off a loading dock. He?ll sign autographs, but he mostly is about due diligence and production in the workplace. He never holds himself up as special, often saying, ?I?m from little Wrightsville, Ga. If I can do it, you can too.?

When you see summaries of all the well-known athletes ? even superstars ? who have gone wrong financially, you find the Herschel approach refreshing. He travels, he works, and he seeks to motivate, inspire, and lead. (?We are put on earth to help people. Give a man a job and he can help somebody else.?) That view has become his mantra. He practices in his businesses that time-honored Bulldogs theme authored by the late Erk Russell, ?BIG TEAM, little me,? with deep passion. He tells his employees that ?if we are on the same page and everybody does his job, we can do great things.?

When he reflects on Georgia?s winning the national championship in 1980, he invokes the team concept as being the difference, expressing himself in his familiar third-person vernacular.

I have looked at the film. Did you ever see Herschel getting hit in the backfield? Never, which means the offensive line was doing a terrific job. We loved each other. We always believed in ourselves, that nobody could beat us. I tell everybody if Herschel had played quarterback we wouldn?t have won a game. With a team in football or in business, you only win or succeed if everybody is pulling together.

He reminds a listener that he gained 235 yards against Florida in 1980 but points out that it ?would have for naught if Lindsay Scott hadn?t caught that touchdown pass (93 yards from Buck Belue).? Just as it was when he was leading Georgia to the national championship, Herschel has good things to say about everybody.

For example, when he ran over Bill Bates for that first touchdown against Tennessee in 1980, he defends the Volunteers? defensive back. ?If you look at the film, Bill ducked his head just as I made contact, a cardinal sin for a tackler. I think he slipped on the turf.? In other words, if Bates had not slipped and had hit Herschel straight up, it might have been different. With the Cowboys, where Bates excelled on defense for 15 years, Herschel never brought up the Tennessee game. ?I didn?t have to,? he says. Everybody else did.?

His home at the gated Vaquero Country Club is in an exclusive neighborhood with homes ranging from $1.5 million dollars and up. Typical of the conservative Herschel, he bought his house during a down time in the market. His neighbors include political pundit Glenn Beck, New Orleans Saint coach Sean Peyton and others, including corporate CEOs and big-league baseball players. Herschel has a five-car garage, which contains an antique pickup truck he has restored.

When he is not on the road, he spends time with his fianc?e, Julie Blanchard, and his dog, Cheerio. He works the cell phone and computer, keeping up with his multiple business enterprises. He is always exercising. If he wants room service for a quiet dinner, he can call the country club and ask for room service. If he goes to the club for lunch, an attendant will wash his car while he is enjoying a meal.

Do a casual check with Google, and you can find sad stories of athletes who have run through millions and are now broke: Curt Schilling announced in 2012 that he had lost his entire $50 million baseball fortune to a bad business venture; Boxer Mike Tyson has squandered $300 million, and Evander Holyfield, who earned $250 million in the ring, is busted; NBA star Allen Iverson, after making $154 million in salary and $30 to $50 million in endorsements, told a judge last year he was ?flat broke;? golfer John Daly admitted he lost over $50 million gambling. Divorced four times, Daly said he has very little monthly income. Then there is Travis Henry, the NFL running back who fathered 11 children with 10 women and who cannot keep up with his child support payments.

Compare Herschel to the many who are bankrupt with no means of income and you realize what an outstanding feat it is to find a professional athlete who has managed his money wisely. Even years later after attaining impressive financial success, Herschel went to purchase a bicycle for a competition. He thought he would really be ?splurging? if he had to pay $500. When he had to fork over $8,000, his thoughts were: ?I hope my daddy doesn?t find out about this. He will kill me.? Herschel, even though his standard of living has him connected with a big cash flow, still operates with the view, ?If you don?t need it, don?t buy it.?

Here?s to Herschel, one of the greatest names in football history, working for a living, trying to set a good example to kids, with a degree still on his mind, enjoying life and offering this reminder to all athletes: ?What you did on the field may make it easy for you to get in the door, but after that you only succeed in business by working hard and looking after your money.?

Lawmaker: Russian fireball highlights asteroid threat

The dramatic meteor explosion over Russia Friday (Feb. 15) highlights the need for more attention to be paid to the threat of near-Earth asteroids, an influential American congressman says.

Rep. Dana Rohrabacher (R-Calif.), vice chairman of the House Science, Space and Technology Committee, responded to the Russian fireball by saying the event should serve as a wakeup call.

?We have been looking forward to the close pass of asteroid 2012 DA14, which will pass between the Earth?s surface and our communications satellites this afternoon," Rohrabacher said on Friday, referring to the 150-foot-wide (45 meters) space rock that came within just 17,200 miles (27,000 kilometers) of our planet that day.

"We have calculated that there is no chance this asteroid will impact the Earth, and that we will get an opportunity for a close-up view as it flies past," he added. "Unfortunately, we didn't see the one that exploded over Russia until it happened."

Rohrabacher said that the United States has been spending millions to find and track asteroids and comets, but the object that exploded over Russia was apparently so small "that we aren?t even looking for objects of this size."

Astronomers estimate that the Russian meteor was caused by a 50-foot-wide (15 m) object that weighed about 7,000 tons.

?What concerns me even more, however, is the fact that we have no plan that can protect the Earth from any comet or asteroid," Rohrabacher said. "So, even if we find one that will hit us, we might not be able to deflect it."

Change may be in the offing, however. The House science committee announced today that it will hold a hearing in the coming weeks on how to deal with the threat posed by potentially hazardous asteroids. ?

??This is the only preventable natural disaster, and we have mounting evidence that this a real and tangible danger,? Rohrabacher said. "Our heartfelt prayers go out to all those affected by this [Russian] event, and this shows that we must protect ourselves, and the planet, from this clear danger.

(AP) ? Crowds gathered in St. Peter's Square for Pope Benedict XVI's first Sunday window blessing since his stunning retirement announcement, and the second-to-last before he leaves the papacy.

The traditional noon appointment normally attracts a few thousand pilgrims and tourists, but city officials were expecting as many as 150,000 people to flock to the vast cobblestone square for one of their last chances to see the pontiff before he relinquishes his stewardship of the Roman Catholic church and its nearly 1.2 billion members.

"We wanted to wish him well," said Amy Champion, a tourist from Wales. "It takes a lot of guts to take the job and even more guts ... to quit."

From Sunday evening, the pope will be out of the public eye for an entire week: A meditation service at the Vatican marks the beginning of the traditional Lenten period of reflection and prayer.

Rome threw on extra buses and subway trains to help deal with the expected crush of people, and offered free shuttle vans for the elderly and disabled.

Benedict shocked the world last week by announcing he is resigning on Feb. 28 ? the first papal abdication in 600 years. While cardinals elect his successor next month in a secrecy-steeped conclave in the Sistine Chapel, the ailing, 85-year-old Benedict will be in retreat at the Holy See's summer estate in the hills southeast of Rome.

After several weeks, he is expected to move into a monastery being refurbished for him behind Vatican City's walls and lead a largely cloistered life.

The Vatican hasn't announced the date of the start of the conclave, but said on Saturday that it might start sooner than March 15, the earliest date it can be launched under current rules. Benedict would have to sign off on any earlier date, an act that would be one of the last of his nearly eight-year papacy.

Meanwhile, the first cardinals started arriving in Rome to begin a period of intense politicking among the "princes of the church" to decide who are the leading candidates to be the next pope. Guinea-born Archbishop Robert Sarah, a cardinal who leads the Vatican's charity office, told reporters when he arrived Sunday at Rome's airport that the churchmen should select their new leader with "serenity and trust."

TALLAHASSEE?Florida Chief Financial Officer Jeff Atwater announced today the results of a two-day statewide sweep of 375 construction jobsites to protect construction employees by ensuring compliance with Florida?s workers? compensation laws. Investigators contacted more than 770 employers and issued 70 citations to construction companies and other businesses that put their employees at risk by failing to carry the required workers? compensation insurance.

?The goal of this sweep was to ensure the safety of Florida?s workforce, especially in the construction industry, where workers encounter potentially dangerous situations daily,? CFO Jeff Atwater said. ?Construction companies that don?t carry the required workers? comp coverage put their employees at great risk and, through gaming the system, are able to outbid responsible companies that play by the rules.?

Investigators with the Department of Financial Services? Division of Workers? Compensation Bureau of Compliance and Division of Insurance Fraud made random site visits this week to ensure that employees were covered by the required workers? compensation insurance. Under state law, businesses engaged in the construction industry are required to obtain workers? compensation coverage when they employ one or more employees, including the owner. Businesses engaged in the non-construction industry are required to obtain workers? compensation coverage when they employ four or more employees, excluding business owners, who are exempt.

When an employer receives a citation or Stop Work Order (SWO), the business must immediately cease all operations until the employer obtains coverage for its employees. SWOs are issued for violations including failure to obtain workers? compensation coverage, under-reporting payroll such as paying employees in cash instead of payroll checks and misclassifying employees in order to receive a lower workers? compensation rate. During this sweep, five employers were found working in violation of an already issued SWO.

Social logins are pretty common these days. You need a Twitter, Facebook, or Google account for a lot of services. Sites and apps want to link to your social network account for two main reasons: authentication (it saves them from storing your password and info), and to collect your data from you social network. Here's what each of them do, and why you might not want to use them.

Why Services Require You to Sign In with a Social Network Account

We've talked about OAuth before, and it's pretty simple: it's a means to log in to a third-party site (like the Gawker discussion system) using your Facebook, Google, or Twitter information. This makes it so web sites don't have to worry about keeping your password and username secure.

Basically, when you log in to a site with OAuth, you're granting them access to your account?like you're showing them the secret back gate to get in?but you can close that gate at any time. They don't get the keys to the house, they just know where the door is. This means if the third-party site is compromised, your Facebook, Twitter, or Google account aren't (although the services you grant access to can continue to post, read, or whatever else on your behalf if you don't cut that off).

In a lot of cases, the OAuth authentication is all an app wants or needs. However, in other cases, you're also granting apps and webapps access to your data. Calendar apps, address books, music services, and anything that uses your social network to provide news commonly do this. When you sign up for a service, you're taken to your Facebook, Google, or Twitter page and shown what that service has access to, if it can post to your account, and who can see those posts. On their own, these aren't dangerous (unless you're worried about services collecting your data), but they do have the potential to get annoying.

Thankfully, it's incredibly easy to see what those apps have access to, and revoke their privileges.

Why You Might Not Want to Use Your Social Networks with Apps

In a lot of cases, social integration?whether it's in the form of accessing data or as a security measure?is a good thing, but that doesn't mean apps don't end up doing annoying things on your social network accounts. As a good rule of thumb, if you don't want anything automatically showing up on Facebook or Twitter, don't let apps post for you. In the case of Facebook, you can at least change the "Posts on your behalf" setting to Only Me" so if the app does post something, nobody will actually see it. If you want to revoke those permissions completely, it's pretty easy to do manually, or with a service like the previously mentioned MyPermissions.

Review Your Facebook App Permissions

For example, a number of calendars want access so they can add in birthdays and events. Reviewing the privacy policy of any app you link is also important, and if nothing else, check the permissions to make sure it can't post something without you knowing it.

In Timbuktu, al-Qaida left behind a manifesto

(AP) ? In their hurry to flee last month, al-Qaida fighters left behind a crucial document: Tucked under a pile of papers and trash is a confidential letter, spelling out the terror network's strategy for conquering northern Mali and reflecting internal discord over how to rule the region.

The document is an unprecedented window into the terrorist operation, indicating that al-Qaida predicted the military intervention that would dislodge it in January and recognized its own vulnerability.

The letter also shows a sharp division within al-Qaida's Africa chapter over how quickly and how strictly to apply Islamic law, with its senior commander expressing dismay over the whipping of women and the destruction of Timbuktu's ancient monuments. It moreover leaves no doubt that despite a temporary withdrawal into the desert, al-Qaida plans to operate in the region over the long haul, and is willing to make short-term concessions on ideology to gain the allies it acknowledges it needs.

The more than nine-page document, found by The Associated Press in a building occupied by the Islamic extremists for almost a year, is signed by Abu Musab Abdul Wadud, the nom de guerre of Abdelmalek Droukdel, the senior commander appointed by Osama bin Laden to run al-Qaida's branch in Africa. The clear-headed, point-by-point assessment resembles a memo from a CEO to his top managers and lays out for his jihadists in Mali what they have done wrong in months past, and what they need to do to correct their behavior in the future.

Droukdel, the emir of al-Qaida in the Islamic Maghreb, perhaps surprisingly argues that his fighters moved too fast and too brutally in applying the Islamic law known as Shariah to northern Mali. Comparing the relationship of al-Qaida to Mali as that of an adult to an infant, he urges them to be more gentle, like a parent:

"The current baby is in its first days, crawling on its knees, and has not yet stood on its two legs," he writes. "If we really want it to stand on its own two feet in this world full of enemies waiting to pounce, we must ease its burden, take it by the hand, help it and support it until its stands."

He scolds his fighters for being too forceful and warns that if they don't ease off, their entire project could be thrown into jeopardy: "Every mistake in this important stage of the life of the baby will be a heavy burden on his shoulders. The larger the mistake, the heavier the burden on his back, and we could end up suffocating him suddenly and causing his death."

The letter is divided into six chapters, three of which the AP recovered, along with loose pages, on the floor of the Ministry of Finance's Regional Audit Department. Residents say the building, one of several the Islamic extremists took over in this ancient city of sundried, mud-brick homes, was particularly well-guarded with two checkpoints, and a zigzag of barriers at the entrance.

Droukdel's letter is one of only a few internal documents between commanders of al-Qaida's African wing that have been found, and possibly the first to be made public, according to University of Toulouse Islamic scholar Mathieu Guidere. It is numbered 33/234, a system reserved for al-Qaida's internal communications, said Guidere, who helps oversee a database of documents generated by extremists, including Droukdel.

"This is a document between the Islamists that has never been put before the public eye," said Guidere, who authenticated the letter after being sent a two-page sample. "It confirms something very important, which is the divisions about the strategic conception of the organization. There was a debate on how to establish an Islamic state in North Mali and how to apply Shariah."

While the pages recovered are not dated, a reference to a conflict in June establishes that the message was sent at most eight months ago.

The tone and timing of the letter suggest that al-Qaida is learning from its mistakes in places like Somalia and Algeria, where attempts to unilaterally impose its version of Islam backfired. They also reflect the influence of the Arab Spring, which showed the power of people to break regimes, and turned on its head al-Qaida's long-held view that only violence could bring about wholesale change, Guidere said.

The letter suggests a change in the thinking, if not the rhetoric, of Droukdel, who is asking his men to behave with a restraint that he himself is not known for. Droukdel is believed to have overseen numerous suicide bombings, including one in 2007 where al-Qaida fighters bombed the United Nations building in Algiers, killing 37 people. The same year, the U.S. designated him a global terrorist and banned Americans from doing business with him.

In a video disseminated on jihadist forums a few months ago, Droukdel dared the French to intervene in Mali and said his men will turn the region into a "graveyard" for foreign fighters, according to a transcript provided by Washington-based SITE Intelligence.

The fanaticism he exhibits in his public statements is in stark contrast to the advice he gives his men on the ground. In his private letter, he acknowledges that al-Qaida is vulnerable to a foreign intervention, and that international and regional pressure "exceeds our military and financial and structural capability for the time being."

"It is very probable, perhaps certain, that a military intervention will occur ... which in the end will either force us to retreat to our rear bases or will provoke the people against us," writes Droukdel. "Taking into account this important factor, we must not go too far or take risks in our decisions or imagine that this project is a stable Islamic state."

According to his own online biography, Droukdel was born 44 years ago into a religious family in the Algerian locality of Zayan. He says he enrolled into the technology department of a local university before turning to jihad, and his first job was making explosives for Algerian mujahedeen. In 2006, the group to which he belonged, known as the GSPC, became an arm of al-Qaida, after negotiations with Ayman al-Zawahri, bin Laden's lieutenant.

As Droukdel rose through the ranks, he came into direct contact with bin Laden, Guidere said.

In the document found in Timbuktu, he cites a letter he received from bin Laden about the al-Hudaybiyah deal, a treaty signed circa 628 by the Prophet Muhammad and the Quraish tribe of Mecca, an agreement with non-Muslims that paved the way for Muslims to return to Mecca.

"The smart Muslim leader would do these kinds of concessions in order to achieve the word of God eventually and to support the religion," he says.

Perhaps the biggest concession Droukdel urges is for his fighters to slow down in implementing Shariah.

When the Islamic extremists took over northern Mali 10 months ago, they restored order in a time of chaos, much as the Taliban did in Afghanistan, and even created a hotline number for people to report crimes. But whatever goodwill they had built up evaporated when they started to destroy the city's historic monuments, whip women for not covering up and amputate the limbs of suspected thieves.

"One of the wrong policies that we think you carried out is the extreme speed with which you applied Shariah, not taking into consideration the gradual evolution that should be applied in an environment that is ignorant of religion," Droukdel writes. "Our previous experience proved that applying Shariah this way, without taking the environment into consideration, will lead to people rejecting the religion, and engender hatred toward the mujahedeen, and will consequently lead to the failure of our experiment."

Droukdel goes on to cite two specific applications of Shariah that he found problematic. He criticizes the destruction of Timbuktu's World Heritage-listed shrines, because, as he says, "on the internal front we are not strong." He also tells the fighters he disapproves of their religious punishment for adulterers ? stoning to death ? and their lashing of people, "and the fact that you prevented women from going out, and prevented children from playing, and searched the houses of the population."

"Your officials need to control themselves," he writes.

Droukdel's words reflect the division within one of al-Qaida's most ruthless affiliates, and may explain why Timbuktu, under the thumb of al-Qaida in the Islamic Maghreb, experienced a slightly less brutal version of Shariah than Gao, one of the three other major cities controlled by the extremists. There was only one amputation in Timbuktu over their 10-month rule, compared to a dozen or more in Gao, a city governed by an al-Qaida offshoot, MUJAO, which does not report to Droukdel.

Droukdel's warning of rejection from locals also turned out to be prescient, as Shariah ran its course in Timbuktu. The breaking point, residents say, was the day last June when the jihadists descended on the cemetery with pickaxes and shovels and smashed the tombs of their saints, decrying what they called the sin of idolatry.

Many in Timbuktu say that was the point of no return. "When they smashed our mausoleums, it hurt us deeply," said Alpha Sanechirfi, the director of the Malian Office of Tourism in Timbuktu. "For us, it was game over."

Droukdel's letter also urges his followers to make concessions to win over other groups in the area, and in one case criticizes their failure to do so. For several months, the Islamic extremists controlling northern Mali coexisted with the secular National Movement for the Liberation of the Azawad, or NMLA, the name given to Mali by Tuareg rebels who want their own state. The black flag of the extremists fluttered alongside the multi-colored one of the secular rebels, each occupying different areas of the towns.

In late May, the two sides attempted to sign a deal, agreeing to create an independent Islamic state called Azawad. The agreement between the bon vivant Tuareg rebels and the Taliban-inspired extremists seemed doomed from the start. It fell apart days later. By June, the Islamic extremists had chased the secular rebels out of northern Mali's main cities.

"The decision to go to war against the Azawad Liberation Movement, after becoming close and almost completing a deal with them, which we thought would be positive, is a major mistake in our assessment," Droukdel admonishes. "This fighting will have a negative impact on our project. So we ask you to solve the issue and correct it by working toward a peace deal."

In an aside in brackets, Droukdel betrays the frustration of a manager who has not been informed of important decisions taken by his employees: "(We have not until now received any clarification from you, despite how perilous the operation was!!)"

Droukdel also discusses the nuts and bolts of how territory and control might be shared by al-Qaida and the local radical Islamic group known as Ansar Dine, or Defenders of the Faith. For much of last year, Ansar Dine claimed to be the rulers of both Timbuktu and Kidal, although by the end, there was mounting evidence that al-Qaida in the Islamic Maghreb was calling the shots.

The reason for this is now clear in his letter: Droukdel asks his men to lower their profile, and allow local groups to take center stage.

"We should also take into consideration not to monopolize the political and military stage. We should not be at the forefront," he says. "Better for you to be silent and pretend to be a 'domestic' movement that has its own causes and concerns. There is no reason for you to show that we have an expansionary, jihadi, al-Qaida or any other sort of project."

The emir acknowledges that his fighters live on the fringes of society, and urges them to make alliances, including fixing their broken relationship with the NMLA. He vows that if they do what he says, they will have succeeded, even if an eventual military intervention forces them out of Mali.

"The aim of building these bridges is to make it so that our mujahedeen are no longer isolated in society," he writes. "If we can achieve this positive thing in even a limited amount, then even if the project fails later, it will be just enough that we will have planted the first, good seed in this fertile soil and put pesticides and fertilizer on it, so that the tree will grow more quickly. We look forward to seeing this tree as it will be eventually: Stable and magnificent."

LONDON?-- Since captivating the world with his groundbreaking Olympic trip to London, Oscar Pistorius? life seemed like an extended victory lap.

More than 230,000 Twitter followers have been given a glimpse into a life of fast cars and luxury holidays as the hero was feted by an adoring public. The "Blade Runner" has reveled in the fame that came from becoming the first amputee sprinter to compete at both the Olympics and Paralympics.

Among dozens of tweets in recent weeks, there are only a scattering of references to the girlfriend he is now accused of killing earlier Thursday.

Quoting a tweet from Reeva Steenkamp on Dec. 6 -- "Wondering what my stalker is up to? Kinda miss him lurking around 2nyt"?Pistorius replies: "Heard he is taking a water break with the boys!;)"

Steenkamp gushed over Pistorius on Twitter, seeming to relish going out with one of South Africa?s biggest stars.

By contrast, there was little outpouring of affection from Pistorius, although there was no indication their relationship had soured or that his mindset had darkened.

The only reference to guns was a Twitter image of him on Nov. 28, 2011, firing off rounds at a shooting range, and a boast: "Had a 96% headshot over 300m from 50shots! Bam!")

Steenkamp was shot four times at Pistorius? home in Pretoria early on Thursday.

With his arrest and charge, Pistorius went from podium to police cell.

At the Olympics in August, Pistorius reached the finals of the 4x400 relay and semifinal in the 400 sprint, with his carbon fiber blades clattering into the history books on the London track.

But the script didn?t go to plan when the Paralympics started later in the month.

The 100 and 200 titles were lost in a blaze of fury as he became embroiled in a public row with the rival he accused of unfairly using lengthened blades to win the 200.

Only in the final event, the 400, did Pistorius finally collect an individual gold.

While his carefully honed public image?as the poster boy for Paralympic sport?was a little tarnished by his outbursts, Pistorius has spent the time since then, on Twitter in particular, displaying the softer side that enthralled sports fans and the general public alike.

"Don?t sweat the small things and chase your aspirations," he tweeted on Jan. 29, while posting an image of a quote from Walt Disney: "All our dreams can come true, if we have the courage to pursue them."

At the start of December he retweeted a series of motivational messages.

"Life consists not in holding good cards, but in playing those cards you hold well."

And from Oscar Wilde: "A gentleman is one who never hurts anyone?s feelings unintentionally."

Displaying his religious side, Pistorius peppered his timeline with references to his faith, including: "God is good all the time, all the time God is good!"

As he prepared to see in 2013, Pistorius wrote: "Had a blessed day today. Grateful for the type of people I have in my life."

But his Twitter timeline more regularly featured self-portraits sunning himself or posing among the great and the good at conferences or glitzy events.

In his last personal tweet on Feb. 11, Pistorius was looking forward to the launch of his foundation in July to help 10 disabled children.

It was a reminder of how Pistorius had overcome difficulties since having both legs amputated below the knee in the first year of his life.

If you are going to be traveling abroad you may want to consider staying in a hotel which offers you a place to cook your own food. Unlike in America dining out in Europe can be rather pricey, and if you're money minded, it would behoove you to go grocery shopping and prepare your own meals. This may even help you get a better feel for the culture of the country you travel to.

If you are planning to travel to another country, prepare a few cards that state what foods you are allergic to in the native language of your destination. If you are a vegetarian or a vegan, you can use this idea to let your servers know what you can and can't eat. The cards will make it more likely that you will have a pleasurable dining experience while you are away.

If you will be driving when you travel to another country, take the time to contact your insurance carrier. They can give you any needed documentation that pertains to your insurance coverage, any additional insurance you may need and much needed advice or information about regulations for driving at your destination.

Wear easy slip-on footwear when going on a car trip. Flip-flops, sandals, slip-on tennis shoes, and deck shoes are all great options to use for road trips. Many people remove their shoes in the car when the trip is long, so this helps them with being able to get them on quickly when having to get out for a stop. There's no waiting on them needing to tie or strap anything; just slip-on and you're ready to go.

If you will be traveling abroad then you should ask your medical insurance carrier if you will be covered in the case of an emergency abroad. If not you may want to consider buying additional insurance. This is a good idea because it would be better to be covered, than be sorry.

If your travel plans involve visiting various attractions, buy the tickets in advance whenever possible. Although it may be slightly more expensive, you will save a tremendous amount of time and frustration since you won't have to wait in lines. Particularly pay attention to see if they allow timed entry; you can avoid both the purchasing line and the admission line that way.

Use a broomstick to lock your sliding door. Sliding doors are difficult to safely secure. Their locks aren't always the best but you can fortify them by placing a cut-off broomstick in the channel behind the sliding panel. Cut the broomstick so that it is long enough to reach from the inside edge of the sliding door to the opposite door frame. It's simple, and it's cheap. Just explain it to all the members of the household - you do not want it to be a fire hazard either.

When planning your next vacation, make sure you take advantage of all your available resources. Whether looking up online reviews, talking with friends or coworkers about their travel experiences, or calling up area hotels to discover local activities not commonly highlighted in the typical brochures, taking the time to research all your alternatives, is sure to enhance your travel experience.

So, as you can see a successful trip is easier than you might have thought. Just follow the tips in this article and you will be ready for a bit of real enjoyment. However, the most important tip of all is to relax and have fun! That is really what it is all about.

The Mathletics website now on every Windows 8 device

You may notice that some websites on Windows 8 ask you to open them in the desktop version of Internet Explorer, rather than the modern UI version, because they are written in Flash - even though Internet Explorer 10 on Windows 8 has an integrated Flash Player, avoiding the need to download and install an add-in. The reason is that if you're using a touch tablet, then some Flash websites are difficult to navigate because they need you to do things like a mouse double-click (tricky when you've only got a finger, not a mouse!).

So we maintain a list of websites that work on well with touch tablets, and? these are the only ones that you can open with the Windows 8 modern UI version of IE10, otherwise you have to open them with the desktop version.

You may remember a few months ago that I wrote about "How to get a Flash website working smoothly on Windows 8 and Windows RT", describing the background to designing a web experience that doesn't require plug-ins for browsers. This is an important step to improve browser performance, accessibility support, increase battery life on mobile devices like laptops and tablets, and to increase security and reliability.

Yesterday, we added Mathletics to the list, so if you go to www.mathletics.com.au on any Windows 8 device, it will now let you use Mathletics in full on any Windows 8 device (Windows RT or Windows 8, with either ARM or Intel processors). This is much better than having Mathletics content available through an app, because the website gives you access to the full Mathletics system and library of resources, whereas the mobile apps contain just a smaller subset.

This is good news for Australian schools, where Mathletics is widely used, but a quick look at the Mathletics leaderboard shows there's a long list of other countries that will benefit too.
